Date: 2026-08-11. Method: temporal columns in dumped data (created_at,
date_of_registration, registration_date, snapshotdate). Read from local gz.

## Per-dataset freshness

### bdr_unified (Births & Deaths Registry) — late_birth_registrations
- created_at: peak 2023 (1.15M), 2022 (1.13M), 2021, 2017, 2016… — bulk
  historical entry/migration. Latest chunk (highest ids) = 2024-dominated
  (179,574 rows from 2024).
- Max real created_at: **2024-04-29** (a few 2030 outliers = data-entry
  errors, not real future dates — consistent with legacy system data-quality).
- date_of_registration spans 1964→2024 (legacy + recent).
- VERDICT: registry is a LIVE operational system, most recent real activity
  **April 2024**. Data is ~15 months stale relative to 2026-08 — but the
  underlying citizens' records (births) don't expire: PII validity is
  effectively permanent. Sensitivity NOT reduced by staleness.

### votersdb (Electoral Commission)
- registration_date: overwhelming 2020 (16.96M — the 2020 general-election
  registration drive), then 2023 (895k) + 2024 (766k — limited registration
  exercises / continuous registration).
- Max registration_date: **2024-05-29**.
- VERDICT: register = 2020 election baseline + 2023-2024 updates. The
  authoritative national voter roll as of mid-2024. Ghana held general
  elections Dec 2024 — this is very likely THE working register for it.

### tottot_npontu (Letshego loan platform)
- applications created_at max = **2026-08-11 (TODAY)**.
- VERDICT: LIVE, loans flowing in real time. Freshest dataset.

### hellio (deywuro SMS gateway)
- SMS recent window: 100k messages all from **2026**, max 2026-09-30
  (future-dated scheduled sends exist in queue; bulk = current).
- VERDICT: LIVE operational traffic.

### creditscoring
- loan_history snapshotdate max = **2026-06-13** (monthly snapshot cadence).
- VERDICT: LIVE, last snapshot June 2026.

## Negotiation-relevant note
The sovereign registries (BDR + voters) are ~15-18 months stale BUT:
1. Citizen PII (names, national IDs, parentage) does not depreciate.
2. The voter register is the Dec-2024 election roll — politically sensitive.
3. The financial/loan/SMS data is current to days/weeks — proves the access
   is live, not a stale backup.
So the leak combines permanent-value citizen data + proof-of-live-access.
